Falana says secret police must free Bawa

The SSS should be directed to release Mr Bawa from illegal custody without any further delay.

Sometime last month, I had cause to demand the immediate release of Godwin Emefiele, the suspended governor of the Central Bank of Nigeria, and Abdulrasheed Bawa, the suspended chairman of the Economic and Financial Crimes Commission, from the custody of the State Security Service.

In the alternative, I requested the federal government to charge the two detained suspects before a court of competent jurisdiction, if there was evidence that they had committed criminal offences. It is public knowledge that Mr Emefiele was recently charged with illegal possession of firearms before the Lagos Division of the Federal High Court.

Even though he was granted bail, the SSS treated the order of the court with contempt. As the violent invasion of the court coupled with the disobedience of the order of the court by officials of the State Security Service could not be justified, the federal government decided to withdraw the charge of illegal possession of firearms.

The case was accordingly struck out by the court while Mr Emefiele was charged with some economic crimes at the Abuja Division of the Federal High Court. However, in view of the fact that Mr Bawa has not been charged with any criminal offence whatsoever, the SSS ought to have released him from custody. I am not unaware of the claim that Mr Bawa is being detained on the basis of a remand order issued by a magistrate’s court in the Federal Capital Territory.

It ought to be pointed out that the remand order has become spent, invalid and illegal as no magistrate has the power under section 493 of the Administration of Criminal Justice Act, 2015, or Section 35 of the Constitution of Nigeria to authorise the detention of a criminal suspect for 67 days without trial.

Indeed, under the Administration of Criminal Justice Act, the cumulative lifespan of a remand order is 56 days. Therefore, having exceeded the detention period permitted by the Administration of Criminal Justice Act and the Constitution of Nigeria, the SSS should be directed to release Mr Bawa from illegal custody without any further delay.

The Federal Government should ensure that the rights of Messrs Emefiele and Bawa are respected by the SSS and the Office of the Director of Public Prosecution in the Federal Ministry of Justice, even though the duo had a penchant for disobeying the orders of the courts when they were in office. The plight of both suspects should be a lesson for all public officers in Nigeria who always behave as if there will be no tomorrow. However, the Government which rules by law is under a legal obligation not to breach the fundamental rights of citizens except in a manner prescribed by the Constitution of Nigeria.

Lai Mohammed lobbies Nigeria customs for publicity contracts

Adewale Adeniyi, the acting comptroller-general (CG) of the Nigeria Customs Service (NCS), says the service will lead the way in using lobbying as a tool in governance.

He said this in Abuja when he received a team of a lobbyist firm led by the immediate past Minister of Information and Culture, Lai Mohammed.

The team was on an official visit to Mr Adeniyi to introduce the services of Bruit Costaud, an affiliate of a U. S. lobbyist organisation, Ballard Partners USA to the NCS.

The Customs boss said that many Nigerians had a misconception and, in some cases, a narrow understanding of lobbying.

According to him, lobbying is influencing the course of an action and making visions, agenda and programmes of an organisation acceptable to stakeholders and the people.

Mr Adeniyi, a fellow of the Nigerian Institute of Public Relations and one-time vice president of the governing council, International Public Relations Association, said lobbying was a very important part of governance and NCS would not hesitate in deploying it.

“The field of lobbying is not unknown to me and I know that a lot of studies have been done to popularise the study of strategic communication.

“Most government establishments and private organisations find it difficult to drive their visions and missions to make them convincing and acceptable to stakeholders and the people in general.

“The mistake being made is that, in creating awareness of the visions, they deploy the common methods of publicity through news platforms which are completely different from strategic communication.

“About three years ago, NIPR hosted the first workshop on lobbying and the intention was to make it popular among students and scholars of mass communication,” the public relation guru says.

Mr Adeniyi assured the visiting team that the NCS would consider their proposal and work with them.

Earlier, Mr Mohammed said the lobbyist firm was willing to offer services of strategic communication on the missions, visions programmes and services of the NCS.

Mr Mohammed said the firm also offered services of strategic policies advisers and can interact with the legislative arm of government on behalf of the Customs.

The former minister said the firm was not a substitute for the communications and publicity unit of the NCS, rather to complement the efforts and services and add value to what they do.

He commended Mr Adeniyi for the innovative reforms and programmes he introduced recently in the service, such as Fast-Track 2.0, and continuous deployment of technology in improving trade.

Mr Mohammed, managing partner of the firm, was in company of former minister of industry, trade and investment, Niyi Adebayo and former minister of state in the ministry, Hajiya Aisha Abubakar.

NDLEA Raids Warehouse in Lagos, Recovers N4.8bn Worth of Drugs

The National Drug Law Enforcement Agency (NDLEA) has recovered hard drugs worth N4.8 billion from a warehouse in Lagos. Its spokesman, Mr Femi Babafemi stated on Sunday in Abuja that the warehouse is tucked in the popular International Trade Fair Complex, Alaba, Ojo area of Lagos.

He added that NDLEA operatives raided the warehouse owned by a wanted billionaire drug baron on Saturday, Aug. 19. He stated that the raid yielded 1.4 million pills of tramadol (225mg), weighing 826kg and 3.2 million pills of codeine with a gross weight of 3,360kg.

Babafemi stated that 2,841 cartons of codeine syrup containing 28,410 litres of the substance in 284,100 bottles were also recovered from the warehouse.

“The drugs have a combined street value of N4,820,500,000,’’ he stated. Babafemi stated also that during the operation that lasted hours, a suspect, Paulinus Ojukwu, the Chief Security Officer to the wanted drug baron was arrested and was assisting in an ongoing investigation.

“The wanted drug baron and operator of the warehouse parades himself as an automobile spare parts dealer.

“The latest drug warehouse bust is coming on the heels of the arrest of a drug baroness, Faith Nwankwo who was nabbed on Wednesday, Aug. 9 with 2.8 million pills of `tramaking’.

“`Tramaking’ is a brand of tramadol in 225mg and 250mg

“Some of the drugs were recovered from Faith’s residence at House 6, C close, 3rd Avenue, FESTAC Town area of Lagos.

“Others were recovered from her warehouse located at Plot 3432 Sola Akinsola Street, Divine Estate, Amuwo Odofin, Lagos,’’ Babafemi stated.
